Vice President Kamala Harris offered another rambling speech on Monday, further highlighting questions about her competency to serve in a high-profile diplomatic role as the Biden administration faces multiple crises, former House Speaker Newt Gingrich told "Hannity" Monday. 

Host Sean Hannity played a clip of Harris during a visit to St. Landry Parish, La., where she recounted taking a library tour with Louisiana Democratic Gov. John Bel Edwards and "talking about the significance of the passage of time."

"The significance of the passage of time. So when you think about it, there is great significance to the passage of time in terms of what we need to do to lay these wires, what we need to do to create these jobs," Harris said. "And there is such great significance to the passage of time when we think about a day in the life of our children."

Hannity noted to Gingrich that the speech in St. Landry resembled her description of Ukraine as a country in Europe being invaded by a larger country – and that a tenth staffer for the vice president left their job on Monday.

Gingrich replied that Harris is one "strong reason" to pray for President Biden's health.
