Biden said he intends to bring members of the law enforcement community together with civil rights leaders should he be elected president in November, "and sit down and decide what are the things that need to be done to improve and help police officers."

Biden said that he was the only one who had been talking about "increasing the police budgets"—a stance that is at loggerheads with the likes of Rep. Alexandria Ocasio-Cortez (D-NY) and Rep. Ilhan Omar (D-MN), who have advocated for the abolishment and defunding of the police force.

Biden said: "When your husband goes on a call, that is in fact a 911 call, it's better if he or she has with them a 'psychologist or psychiatrist' with them, someone who knows how to deal with someone who is not all there."

Biden goes said that a significant amount of money needs to be spent in community policing, where the community and police work together, adding "because that kid walking across the street with a hoodie on may be the next poet laureate. It doesn't mean that child is going to be in trouble."
